Understanding the Grow PA Program
The Grow PA Scholarship Grant Program, launched in 2024 by the Pennsylvania General Assembly, provides financial aid to students pursuing degrees in high-demand occupations to strengthen Pennsylvania’s workforce. Administered by the Pennsylvania Higher Education Assistance Agency (PHEAA), it addresses workforce shortages by incentivizing education and post-graduation employment in the state.
Program Goals
Grow PA tackles Pennsylvania’s declining workforce in key sectors by funding education for in-demand fields. In its first year (2025-26), it received over 11,000 applications, awarding grants to more than 4,000 students by late 2025, with approvals continuing into early 2026. Over 460 eligible programs exist across two-year colleges, four-year universities, and technical schools.
Eligibility and Benefits
Pennsylvania residents can receive up to $5,000 annually for up to four years, covering new and returning students in approved programs. Incoming first-year out-of-state students at Pennsylvania State System of Higher Education (PASSHE) schools qualify for an in-state tuition waiver (fees still apply), also up to four years. Qualifying fields at institutions like West Chester University include computer science, nursing, education, business, and engineering.
Key Requirements
Recipients must enroll full-time in an approved high-demand program, maintain satisfactory academic progress, and file the FAFSA annually. Post-graduation, students commit to working in Pennsylvania in their field for one year per year of funding received (up to four years). Funds convert to loans with interest if requirements aren’t met.
How to Apply
Applications for 2026-27 are live via PHEAA’s Account Access at pheaa.org/growpa. Steps include signing in, uploading the form under “PA Special Programs,” and signing a Master Promissory Note. Renewal applicants from 2025-26 skip re-signing the MPN. Check your school’s list of approved majors, as eligibility varies.
